Establishes maximum of 7 regular employees for War Memorial Stadium Commission for fiscal year 2012-2013, including Executive Director, Assistant Manager/Administrator, fiscal manager, marketing/event manager, office manager, fiscal support analyst, and custodian.

Authorizes up to 150 temporary or part-time employees as needed at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $898,294 from the Miscellaneous Agencies Fund Account for personal services, operating expenses, major maintenance, facility and scoreboard renovation, and repairs.

Appropriates $5,954,275 from cash funds for personal services, operating expenses, resale and game expenses ($1,025,000), refunds/reimbursements ($130,000), and debt service ($4,000,000).

Prohibits use of appropriated funds for real estate acquisition without prior approval from the Arkansas Legislative Council or Joint Budget Committee; takes effect July 1, 2012.
