Establishes a maximum of 538 regular employees for the State Department for Social Security Administration Disability Determination for fiscal year 2012-2013, with the DDSSA Director earning $128,423 annually and other positions ranging from Grade C108 to N921.

Authorizes up to 20 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act, with a maximum of 1,800 hours per employee per fiscal year.

Appropriates $47,263,303 in federal funds for fiscal year 2012-2013, including $24,206,615 for regular salaries, $7,400,588 for personal services matching, $3,734,400 for operating expenses, and $10,545,200 for professional fees.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations.

Declares an emergency clause establishing July 1, 2012 as the effective date necessary for immediate operation of the agency.
