Establishes maximum of 11 regular employees for the Health Services Permit Agency for fiscal year 2012-2013, including a Health Permit Services Director at $102,834 and administrative and specialist positions with various salary grades.

Appropriates $418,077 from the Miscellaneous Agencies Fund Account for State Operations, including $260,325 for regular salaries, $74,584 for personal services matching, and $83,168 for maintenance, general operations, conferences, travel, and professional fees.

Appropriates $38,140 from the Miscellaneous Agencies Fund Account for Developmental Disabilities Planning Council - State operations, comprised of $29,446 in regular salaries and $8,694 in personal services matching.

Appropriates $1,402,924 from federal funds for Developmental Disabilities Planning Council - Federal operations, including $246,690 in regular salaries, $75,437 in personal services matching, $389,868 in maintenance and general operations, and $690,929 for grants/aid system change pilot grants.

Authorizes carry forward of unexpended fee and fine revenue balances to the next fiscal year, subject to written notification to the Department of Finance and Administration and reporting requirements to the Arkansas Legislative Council, effective July 1, 2012 through June 30, 2013.
