Appropriates funds for the Department of Arkansas Heritage for fiscal year ending June 30, 2013, including personal services and operating expenses across multiple divisions and programs.

Establishes a maximum of 146 regular employees and authorizes up to 84 temporary/part-time employees at rates compliant with the Uniform Classification and Compensation Act.

Allocates approximately $30 million for Natural and Cultural Resources Council grants for state-owned lands and historic sites acquisition and preservation.

Provides $7.3 million for Conservation Tax Amendment 75 programs including $2.45 million in operating expenses, $600,000 for museum/facility construction, and $1 million for special maintenance.

Takes effect July 1, 2012 with an emergency clause to ensure continuity of essential governmental programs and services.
