Establishes 11 maximum regular employee positions for the Office of Health Information Technology for fiscal year 2012-2013, including a director at $125,141 annual salary and 10 support staff positions at various grade levels.

Appropriates $7,322,136 in federal funds for the Office of Health Information Technology Federal Operations, including $726,898 for regular salaries, $225,338 for personal services matching, and $5,644,900 for HIT expenses and grants.

Appropriates $6,000,000 from the Health Information Technology Fund for State Health Information Exchange cooperative personal services, state match, operating expenses, and program matching grants.

Transfers any unexpended balance from the Miscellaneous Agencies Fund Account for the DFA - Health Information Exchange Program to the Health Information Technology Fund as of June 30, 2012, to provide state match for the Federal Health Information Technology Program through June 30, 2013.

Declares an emergency effective July 1, 2012, citing the constitutional prohibition on appropriations for more than one year and the essential nature of these funds to the agency's operations.
