Establishes maximum of 243 regular employees for Black River Technical College for fiscal year 2012-2013, including 12-month administrative, classified, and academic positions with specified salary ranges from $38,092 to $141,461.

Authorizes up to 60 temporary or part-time employees ("Extra Help") to be paid at rates established by the Uniform Classification and Compensation Act.

Appropriates $8,864,441 from the Black River Technical College Fund for personal services and operating expenses, consisting of $6,544,606 for regular salaries and $2,119,835 for personal service matching.

Appropriates $23,615,000 from cash funds for additional personal services, extra help, overtime, maintenance, operations, capital improvements, and debt service.

Establishes college priorities to combat illiteracy and provide industrial workplace training; act effective July 1, 2012 through June 30, 2013.
