Establishes maximum 208 regular employees for University of Arkansas Community College at Hope for fiscal year 2012-2013, including administrative, classified, academic, and auxiliary positions with specified salary ranges.

Authorizes up to 200 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,474,654 from the University of Arkansas Community College at Hope Fund for regular salaries ($4,756,000), personal services matching ($1,643,654), and contingency ($75,000).

Appropriates $12,049,640 in cash funds for salaries, extra help, personnel services matching, maintenance and general operations, capital improvements ($3,850,000), debt service ($900,000), and fund transfers/investments ($1,000,000).

Declares emergency effective July 1, 2012, to ensure continuous operations of the college, and requires compliance with state procurement, accounting, budgeting, and fiscal control laws.
