Establishes a maximum of 308 regular employees for East Arkansas Community College (EACC) for fiscal year 2012-2013, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 249 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $6,568,771 from the East Arkansas Community College Fund for state operations, including $4,723,262 for regular salaries, $1,024,509 for personal service matching, and $725,000 for operating expenses.

Appropriates $27,400,000 from cash funds for personal services and operating expenses, including $2,500,000 for regular salaries, $1,694,734 for personal service matching, $2,604,000 for operating expenses, $1,250,000 for capital outlay, and $16,003,266 for capital improvements.

Declares an emergency effective July 1, 2012, stating that appropriations must be limited to one fiscal year and funds must comply with state procurement, accounting, budgetary, and salary restriction laws.
