Appropriates $3,671,754 from the State Library Fund Account for the Arkansas State Library State Operations for fiscal year 2012-2013, including $1,757,486 for regular salaries, $5,000 for extra help, and $535,159 for personal services matching

Establishes a maximum of 56 regular employees for the Arkansas State Library with positions ranging from State Library Director at $106,499 to various support staff at specified grade levels

Authorizes up to 6 part-time or temporary "Extra Help" employees for both State Operations and Federal Operations at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $3,099,707 from federal funds for Federal Operations, $5,700,000 from the State Library Public School Fund Account for Aid to Public Libraries, and $1,027,009 from cash funds for Grants Administration

Permits unexpended balances of Books and Subscriptions funds from fiscal year 2012-2013 to carry forward to fiscal year 2013-2014, subject to written justification and reporting requirements to the Legislative Council or Joint Budget Committee
