Establishes one regular employee position (Opticians' Board Secretary Treasurer, Grade C108) for the Arkansas Board of Dispensing Opticians for fiscal year 2012-2013.

Authorizes up to one part-time or temporary employee at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $47,317 total from the Board of Dispensing Opticians' Fund, including $14,804 for regular salaries, $1,200 for extra help, $7,213 for personal services matching, and $23,100 for maintenance, general operations, and professional fees.

Requires all fund disbursements to comply with state procurement, accounting, budgetary, and fiscal control laws, and to be consistent with stated reasons for the appropriation as documented in budget manuals and legislative records.

Takes effect July 1, 2012 as an emergency measure to ensure continuous operation of the Board of Dispensing Opticians.
