Establishes 3 maximum regular employees for the Professional Bail Bondsman Licensing Board for fiscal year 2012-2013: an Executive Director (Grade C124), an Investigator (Grade C113), and an Administrative Specialist III (Grade C112).

Appropriates $320,942 from the Bail Bondsman Board Fund for personal services and operating expenses, including $133,987 for regular salaries, $39,569 for personal services matching, and $147,386 for maintenance and general operations.

Appropriates $500,000 in treasury cash reimbursements to process security deposits and pay outstanding judgments for bail bonds companies that go out of business.

Requires the Professional Bail Bondsman Licensing Board to transfer all but 25% of its fund balance to the General Revenue Fund Account at the end of each fiscal year from July 1, 2012 through June 30, 2013.

Restricts payment for attorney services unless the Attorney General certifies in writing that the board needs legal counsel and insufficient personnel are available to provide it.
