Establishes a maximum of 74 regular employees for the State Bank Department for fiscal year 2012-2013, including 1 State Bank Commissioner at $135,081 annually and 2 Bank Deputy Commissioners at $107,339 annually.

Authorizes 1 temporary or part-time employee ("Extra Help") to be hired when needed at rates of pay consistent with the Uniform Classification and Compensation Act.

Appropriates $8,872,516 from the Bank Department Fund for fiscal year 2012-2013, comprising $5,469,953 for regular salaries, $5,000 for extra help, $1,438,455 for personal services matching, and $1,347,108 for operating expenses, $300,000 for conferences and travel, $170,000 for professional fees, and $142,000 for capital outlay.

Requires compliance with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and regulations from the Department of Finance and Administration.

Declares the act effective July 1, 2012 as an emergency measure necessary for the agency's operation and continuation of essential governmental programs.
