Establishes a maximum of 18 employees for the Contractors Licensing Board for fiscal year 2012-2013, including 1 administrator/investigator, 1 attorney specialist, 7 investigators, 1 education coordinator, 6 licensing coordinators, and 2 administrative specialists.

Appropriates $2,431,542 in total funding from cash funds for the fiscal year ending June 30, 2013, including $910,408 for regular salaries and $265,749 for personal services matching.

Allocates $150,000 each for education/training grants and secondary area technical centers construction trades training grants, and $300,000 for construction industry training grants.

Requires the agency to request legal services from the Attorney General first; private legal counsel may only be employed if the Attorney General certifies insufficient personnel availability and consents in writing to the private employment.

Declares an emergency effective July 1, 2012, stating that annual appropriations are required by the Arkansas Constitution and that delayed implementation would harm agency operations and essential government programs.
