Appropriates $6,440,468 from the Mid-South Community College Fund for personal services and operating expenses for fiscal year 2012-2013, including $4,500,000 for regular salaries and $350,000 for extra help.

Appropriates $30,000,000 from cash funds for the college's operations, including $5,000,000 for regular salaries, $6,500,000 for capital improvements, and $5,865,000 contingency fund.

Authorizes up to 283 regular employees and 200 temporary or part-time employees, with salary ranges from $57,309 to $141,461 for administrative and academic positions.

Appropriates $3,401,778 to be allocated among Arkansas Delta Training and Education Consortium (ADTEC) Partners and University Center Partners, with Mid-South Community College receiving $909,585.

Designates combating illiteracy and providing industrial training for manufacturing industry needs in Crittenden County as high priorities for the college, effective July 1, 2012 through June 30, 2013.
