Establishes maximum of 407 regular employees for North Arkansas College for fiscal year 2012-2013, including administrative, classified, and academic positions with specified salary rates ranging from $38,092 to $141,461 annually.

Authorizes up to 500 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $9,378,948 from the North Arkansas College Fund for regular salaries ($6,700,000), personal services matching ($1,300,000), and maintenance and general operations ($1,378,648).

Appropriates $43,120,000 from cash funds for regular salaries ($5,200,000), extra help ($725,000), personal services matching ($4,200,000), operations ($5,300,000), capital improvements ($12,000,000), debt service ($1,000,000), and other expenses.

Declares emergency clause effective July 1, 2012, requiring funds to be disbursed in compliance with state procurement laws, accounting procedures, and other applicable fiscal control laws.
