Appropriates $7,976,235 from the Crime Information System Fund for the Arkansas Crime Information Center's operations for fiscal year 2012-2013, including $2,765,097 for regular salaries and up to 75 employees.

Appropriates $762,389 in federal funds for the Criminal History Improvement Program and smaller amounts for the Systems Conference ($60,000), Sex/Child Offender Registration Program ($250,000), Arkansas Real-Time Electronic Logbook ($395,899), SAVIN Program ($520,000), and SMART-Adam Walsh Act Grant ($300,000).

Appropriates $125,000 from the Crime Information System Fund for the Arkansas Real-Time Scrap Metal Logbook program.

Amends Arkansas Code § 8-6-607 to direct the first $125,000 of annual solid waste disposal and transportation fees (beginning July 1, 2012) to the Crime Information System Fund for the scrap metal logbook program, after excluding fees designated for the Marketing Board Fund.

Makes the act effective July 1, 2012 as an emergency measure necessary for continuous operation of the agency.
