Establishes maximum of 1,015 regular employees for the Department of Arkansas State Police for fiscal year 2012-2013, with salary grades ranging from C106 to N908.

Appropriates $81,084,102 for Department Operations, including $45,520,076 for regular salaries, $23,629,316 for personal services matching, and operating expenses.

Appropriates total of $54,491,849 for various federal and state programs including Highway Safety ($43,474,698), AFIS ($4,326,250), Criminal Background Checks ($3,239,211), and other initiatives.

Authorizes up to 20 temporary/part-time employees and $2,500 annually for promotional items, emergency expenses, and other operational needs.

Includes special language provisions for motor vehicle purchases, overtime payments, confiscated funds transfers, and uniform employee health insurance reporting effective July 1, 2012 through June 30, 2013.
