Establishes maximum of 1,376 regular employees for the Department of Community Correction for fiscal year 2012-2013, with regular salaries appropriated at $44,047,863 from state operations and $4,523,203 from special revenue funds.

Authorizes up to 10 temporary or part-time "Extra Help" employees at rates not to exceed those specified in the Uniform Classification and Compensation Act.

Appropriates total of $87,721,285 for state operations, $11,695,853 for special revenue operations, $4,137,882 for federal programs, $1,882,024 for residents services cash fund, $3,453,572 for county jail reimbursement, and $3,000,000 for best practices programs.

Grants department director authority to construct, renovate, and operate community correction facilities; purchase motor vehicles; and transfer appropriations between line items with approval from Governor and Legislative Council or Joint Budget Committee.

Establishes 42 contingent medical services positions available if the department cannot maintain private medical contracts and requires department staff to provide medical services; effective July 1, 2012 through June 30, 2013.
