Appropriates $5,319,859 total funding to Arkansas State University - Arkansas Biosciences Institute for fiscal year ending June 30, 2013, including $2,119,921 for regular salaries, $546,867 for personal services matching, and $2,638,071 for maintenance and general operations.

Establishes maximum of 48 regular full-time employees across administrative, classified, and academic positions, including an Executive Director at $176,017, faculty at various research ranks, and support staff.

Authorizes up to 50 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Permits the institution to transfer appropriations between line items with approval from the Department of Higher Education, Chief Fiscal Officer, and Legislative Council.

Effective July 1, 2012 through June 30, 2013; includes restriction that appropriations funded by Tobacco Settlement proceeds will not be replaced with state funds if settlement funding expires unless separately appropriated.
