Establishes maximum of 171 regular employees for Arkansas State University - Mountain Home for fiscal year 2012-2013, including positions ranging from Chancellor ($141,461) to Administrative Specialist I positions at Grade C106 salary level.

Authorizes up to 70 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,179,467 from state operations funds for regular salaries ($4,528,967), extra help ($150,000), personal services matching ($500,000), and maintenance and general operations ($500).

Appropriates $32,870,000 from cash funds for regular salaries, extra help, personal services matching, maintenance and operations, capital improvements ($17,968,800), debt service ($2,000,000), and other operational expenses.

Designates combating illiteracy and providing industrial workplace training as high priorities for the institution, with all provisions effective July 1, 2012 through June 30, 2013.
