Appropriates $38,040,169 from the Arkansas Tech University Fund for state operations including regular salaries ($26,099,596), extra help ($2,462,500), and personal services matching ($5,211,212) for fiscal year 2012-2013

Appropriates $112,037,398 from cash funds for regular salaries ($18,385,982), extra help ($3,450,000), capital improvements ($16,207,440), and debt service ($7,669,690)

Establishes maximum of 1,277 regular employees across twelve-month administrative, classified, and academic positions; nine-month faculty positions; and auxiliary enterprise positions at specified salary rates

Authorizes up to 1,215 temporary or part-time "extra help" employees at rates not exceeding the Uniform Classification and Compensation Act

Permits special allowances up to $10,000 per fiscal year for coaches coaching multiple sports, with annual reporting required to the Legislative Joint Auditing Committee
