Establishes maximum of 1,094 regular employees for University of Arkansas - Fort Smith for fiscal year 2012-2013, with detailed salary schedules for administrative, classified, and academic positions.

Authorizes up to 910 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $24,708,893 from state operations funds, including $18,620,000 for regular salaries, $671,433 for extra help, and $3,400,000 for personal services matching.

Appropriates $221,901,642 from cash funds, including $42,575,000 for regular salaries, $4,291,326 for extra help, $48,000,000 for capital improvements, and $9,773,118 for debt service.

Declares an emergency clause making the act effective July 1, 2012, and requires compliance with state procurement, accounting, budgeting, and fiscal control laws.
