Establishes maximum of 489 regular employees for Southern Arkansas University for fiscal year 2012-2013, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 1,900 temporary or part-time employees ("Extra Help") payable at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $17,522,174 from the Southern Arkansas University Fund for state operations including $14,518,474 for regular salaries, $2,273,700 for personal services matching, and $400,000 for operating expenses.

Appropriates $54,000,000 from cash funds for operating expenses ($16,942,200), capital improvements ($11,225,000), debt service ($3,200,000), and other purposes.

Authorizes tuition reimbursement for current faculty pursuing additional education levels that benefit the university's accreditation and professional standards in critical shortage instructional areas, effective July 1, 2012.
