Appropriates $39,399,432 from the State Central Services Fund for the Division of Legislative Audit for fiscal year 2012-2013, comprised of $27,395,544 for regular salaries, $6,972,288 for personal services matching, and $3,513,400 for operational expenses

Authorizes a maximum of 290 employees across 26 position classifications, ranging from Legislative Auditor at $178,221 annually to administrative specialists and auditors at various grade levels

Permits the Legislative Auditor to transfer appropriations between line items as needed, except Regular Salaries adjustments require approval from the Legislative Council or Joint Budget Committee

Allows Division employees to receive cost-of-living increases matching other state employees and grants the Legislative Auditor discretion for merit pay, labor market adjustments, and salary increases up to 20% above maximum for up to one-third of positions with appropriate approval
