Appropriates $4,061,278 to the Office of the Treasurer of State for fiscal year ending June 30, 2013, payable from the State Central Services Fund.

Establishes maximum of 33 regular employees with salaries ranging from $34,276 to $110,025, including positions for Chief Deputy Treasurer, Chief Investment Officer, and various assistant and management roles.

Authorizes up to 10 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Allocates funds for regular salaries ($2,042,191), extra help ($50,000), personal services matching ($567,462), maintenance and operations ($496,625), and data processing system/services ($900,000).

Allows the Treasurer of State to transfer appropriations between line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council.
