Appropriates $2,808,954 to the Office of the Treasurer of State for facility debt service and operating expenses for the fiscal year ending June 30, 2013.

Funds are payable from the City-County Tourist Facilities Aid Fund for payments to publicly owned eligible facilities as authorized by the City-County Tourist Meeting and Entertainment Facilities Assistance Law.

Disbursement of funds must comply with state procurement laws, accounting procedures, revenue stabilization law, salary restrictions, and regulations promulgated by the Department of Finance and Administration.

Requires that funds disbursed be in compliance with stated reasons for the appropriation as evidenced by agency requests, executive recommendations, and legislative recommendations in budget materials and official minutes.

Act becomes effective July 1, 2012, with an emergency clause declaring the timely enactment essential to agency operations and preservation of essential governmental programs.
