Appropriates $300,000 from the Arkansas Citizens First Responder Safety Enhancement Fund to the Office of the Treasurer of State for emergency medical expenses and support of the Arkansas Ambulance Association under Arkansas Code 19-6-802 for fiscal year 2012-2013

Appropriates $300,000 from the Arkansas Citizens First Responder Safety Enhancement Fund to the Office of the Treasurer of State for local law enforcement expenses and support of the Arkansas Association of Chiefs of Police under Arkansas Code 19-6-802 for fiscal year 2012-2013

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and other fiscal control laws and Department of Finance and Administration regulations

Establishes that funds must be used in compliance with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and official minutes of the Arkansas Legislative Council or Joint Budget Committee

Declares an emergency effective July 1, 2012, citing the Arkansas constitutional prohibition on appropriations exceeding one year and the need for immediate agency operations
