Appropriates $100,000 from the Animal Rescue and Shelter Trust Fund to the Office of the Treasurer of State for municipalities' registered governmentally owned animal rescue shelters for personal services, grants, construction, maintenance and operation for fiscal year 2012-2013.

Appropriates $100,000 from the Animal Rescue and Shelter Trust Fund to the Office of the Treasurer of State for counties' registered governmentally owned animal rescue shelters for personal services, grants, construction, maintenance and operation for fiscal year 2012-2013.

Requires disbursement of funds to comply with state procurement law, accounting and budgetary procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Specifies that funds shall be used in compliance with stated reasons for adoption as evidenced in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2012, finding that Arkansas Constitution prohibits appropriations for more than one year and that delayed effectiveness would harm essential governmental programs.
