Appropriates funds for four UAMS entities for fiscal year 2012-2013: Donald W. Reynolds Center on Aging ($2,320,796), Faye W. Boozman College of Public Health ($3,195,946), Arkansas Biosciences Institute ($6,180,957), and Area Health Education Center in Helena ($2,320,796).

Authorizes a maximum of 113 employees across the four entities with specified salary ranges for administrative, classified, and academic positions.

Funds appropriated from the Targeted State Needs Program Account and Arkansas Biosciences Institute Program Account of the Tobacco Settlement Program Fund.

Requires that if Arkansas Biosciences Institute funds fall below appropriated amounts, at least 33⅓% of available funds must go to Arkansas Children's Hospital Research Program, or the CEO may request transfer to Department of Human Services Grants Fund Account for Medicaid match payments.

Allows transfers between line items within each appropriation only after approval by Department of Higher Education, Chief Fiscal Officer, and Legislative Council; prohibits transfers under Arkansas Code 19-4-522.
