Establishes maximum of 45 regular employees for the Land Department with total regular salaries appropriation of $2,636,876 for fiscal year 2012-2013.

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $3,499,489 from the State Central Services Fund for personal services and operating expenses, including $40,000 for extra help and $746,613 for personal services matching.

Appropriates $27,717,068 from cash funds for delinquent tax operations, including $25,500,000 for delinquent tax remittal and sale refunds and $780,000 for professional fees.

Appropriates $267,800 from cash funds collected by the Land Department for capital outlay and operating expenses, effective July 1, 2012.
