Appropriates $100,000 to Southern Arkansas University from the Southern Arkansas University Fund for personal services and operating expenses during fiscal year 2012-2013.

Funds designated to conduct a feasibility study on the creation of an Arkansas School of Veterinary Medicine at Southern Arkansas University.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, higher education expenditure restrictions, and Department of Finance and Administration regulations.

Establishes legislative intent that funds be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative meeting minutes.

Declares an emergency effective July 1, 2012, stating that one-year appropriation limitations under the Arkansas Constitution and timely funding are essential for agency operations.
