Appropriates $2,607,334 from the State Central Services Fund for Arkansas House staff personal services and operating expenses for fiscal year 2012-2013, including $1,353,386 for regular salaries and $100,000 for extra help.

Establishes 14 maximum regular employees for House staff including positions such as Parliamentarian/AD Assistant, Chief of Staff, and Chief Clerk/Fiscal Officer, with salary rates ranging from Grade C118 to $146,416.

Appropriates $200,000 from the Constitutional Officers Fund for per diem and mileage for members attending the Institute of Legislative Procedure and House Legislative Orientation.

Appropriates $500,000 for House computerization and automation expenses, and $100,000 for House Select Committee expenses.

Permits the Speaker and Chief of Staff to transfer appropriated funds between items if deemed unnecessary, and allows salary increases up to 20% for up to one-third of positions for recruitment and retention purposes.
