Appropriates $9,000,000 to the Department of Correction for fiscal year 2011-2012, comprised of $7,317,073 for regular salaries and $1,682,927 for personal service matching, as a supplemental amount beyond Act 1114 of 2011.

Transfers $9,000,000 from unobligated General Improvement Fund to a new "Holiday Compensation Account" within the Department of Correction Inmate Care and Custody Fund to be used exclusively for employee holiday compensation.

Carries forward the transferred funds and makes them available for the same purpose for the fiscal year ending June 30, 2013.

Declares an emergency due to unforeseen circumstances making Department of Correction funds insufficient to continue essential governmental services, making the act effective upon passage and approval.
