AR HCR1007

Authorizes Representative D. Hutchinson to introduce legislation establishing employment decision requirements for 21 specified state agencies during budget shortfalls or funding reductions

Requires that when state agencies terminate employees or eliminate positions due to insufficient funds, at least one-half of terminated employees and one-half of eliminated positions must be from management roles that do not primarily involve public interaction or public safety functions

Permits state agencies to continue terminating employees or eliminating positions for reasons unrelated to funding shortages without applying the management position requirements

Prohibits the Department of Human Services from eliminating or reducing funding for foster care services or juvenile detention services solely due to a shortage or reduction of available funds

Applies to specified state agencies including Departments of Correction, Education, Health, Human Services, and state-supported institutions of higher education
