Establishes a maximum of 602 regular employees for the Arkansas State Game and Fish Commission for fiscal year 2012-2013, with position classifications and maximum salary rates ranging from $128,838 for the Director to various grade-based positions.

Authorizes up to 185 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $91,443,587 from the Game Protection Fund for personal services, operating expenses, maintenance, improvements, and capital outlay for the fiscal year ending June 30, 2013.

Appropriates an additional $13,288,000 from gas lease revenues for operating expenses, capital projects, land acquisition, conservation easements, and debt service.

Appropriates $100,000 for conservation partners program grants and authorizes the Commission to establish fundraising methods such as check-offs to support the Arkansas Hunters Feeding the Hungry program; restricts extra help employees to 85% of comparable position maximum salary and 1,800 hours per fiscal year.
