Establishes maximum of 4 regular employees for the State Board of Collection Agencies for fiscal year 2012-2013, including an Executive Director, Field Investigator, Business Operations Specialist, and Administrative Specialist III.

Authorizes up to 1 temporary or part-time employee ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $1,722,487 in total funds from cash funds, including $196,594 for regular salaries, $5,000 for extra help, $64,051 for personal services matching, $136,700 for maintenance and general operations, $1,300,000 for DHS/UAMS/ASU/UCA/SAU system/HSU grants, and $24,642 for claims.

Requires the agency to request legal services from the Attorney General first; private legal counsel may only be employed with Attorney General certification that sufficient personnel are unavailable and written consent.

Takes effect July 1, 2012 as an emergency measure necessary for continued operation of the agency and essential governmental programs.
