Appropriates $352,775 from the Workers' Compensation Fund to the Workers' Compensation Commission for maintenance, renovation, equipping, construction, improvement, upgrade and repair projects for the Workers' Compensation Commission Building.

Permits the Workers' Compensation Commission to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of appropriated funds.

Specifies that appropriated funds shall be used only for the stated purposes in Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Declares an emergency effective July 1, 2012, citing the Arkansas Constitution's one-year appropriation limit and the essential nature of the appropriation to agency operations.
