Establishes a maximum of 33 regular employees for the Department of Education - Division of Public School Academic Facilities and Transportation for fiscal year 2012-2013, including positions such as Director, Assistant Director, project managers, and bus inspectors.

Appropriates $2,632,032 for operations including $1,581,603 for regular salaries, $503,458 for personal services matching, $323,321 for operating expenses, $13,650 for conferences and travel, and $207,500 for safety training.

Appropriates $153,511,538 from the Educational Facilities Partnership Fund Account for academic facilities and transportation assistance programs, including $150,000,000 for the Academic Facilities Partnership program and $3,511,538 for the Academic Facilities Catastrophic program.

Authorizes up to five part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act, with funds appropriated for such purposes.

Grants the Division Director authority to request appropriation transfers and budget adjustments with approval from the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee, limited to no more than two transfer requests per fiscal year, effective July 1, 2012 through June 30, 2013.
