Reappropriates unspent balances from previous appropriations to the Department of Finance and Administration - Disbursing Officer, effective July 1, 2012, from the General Improvement Fund.

Reappropriates $603,765 from Act 78 of 2011 for General Improvement Distribution Act of 2003 projects and $627,326 from Act 78 of 2011 for General Improvement Distribution Act of 2005 projects.

Reappropriates funds for fire department grants ($103,290), county hospital repairs and technology ($2,000), state motor vehicle acquisition ($2,394,506 and $12,000,000), lignite drilling and testing ($2,500,000), multiyear registration pilot program ($100,000), and various grants totaling $1,165,000.

Amends Act 1103 of 2011 to change "Multi-Car Multiyear Registration Pilot Program" to "Multiyear Registration Pilot Program" for clarification purposes.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and revenue stabilization laws, with emergency clause making Act effective July 1, 2012, except Sections 8 and 9 which are effective upon passage and approval.
