Establishes maximum of 287 regular employees for Arkansas State University - Newport for fiscal year 2012-2013, including administrative, classified, and academic positions with specified salary ranges from $56,721 to $141,461 annually

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $7,573,244 from state operations funds for regular salaries ($5,440,000), extra help ($45,000), personal service matching ($1,313,244), maintenance and operations ($750,000), and funded depreciation ($25,000)

Appropriates $29,045,000 from cash funds for regular salaries ($6,631,367), extra help ($316,585), personal service matching ($1,673,251), maintenance and operations ($4,477,039), capital improvements ($8,546,642), debt service ($800,000), and other expenses

Declares emergency clause to make act effective July 1, 2012, and requires compliance with state procurement, accounting, budgetary, and higher education expenditure restriction laws
