Establishes maximum of 2,069 regular employees and 2,064 part-time/temporary "Extra Help" employees for Arkansas State University for fiscal year 2012-2013, with detailed salary schedules for administrative, academic, and classified positions.

Appropriates $73,640,695 from Arkansas State University Fund for personal services and operating expenses, including $55,705,069 for regular salaries, $8,843,927 for personal services matching, and $6,899,076 for maintenance and general operations.

Appropriates $237,174,683 from cash funds including $22,032,300 for regular salaries, $13,551,373 for extra help, $53,947,069 for operational expenses, and $93,972,358 for capital improvements.

Allocates funds across three programs: $69,645,392 to Jonesboro Campus, $2,362,680 to System Administration, and $1,632,623 to Heritage Sites.

Grants board of trustees authority to reallocate resources between campuses and units with Legislative Council or Joint Budget Committee approval, limited to two transfers per fiscal year and 5% of total appropriations, with emergency effective date of July 1, 2012.
