Establishes maximum of 907 regular employees and 924 temporary/part-time employees for University of Arkansas at Pine Bluff for fiscal year 2012-2013, with specified salary ranges by position.

Appropriates $29,000,879 from state operations funds for personal services, operating expenses, and funded depreciation.

Appropriates $114,665,760 from cash funds for regular salaries, extra help, operating expenses, capital improvements, debt service, and other operational needs.

Designates $252,558 of appropriated funds for Jenkins Center support and requires 100% matching funds for 1890 Research and Extension Programs in funding calculations.

Authorizes Board of Trustees to employ scientists with extraordinary research capabilities at salaries up to 1.5 times the Distinguished Professor maximum, subject to Legislative Council review.
