Establishes maximum 2,226 regular employees for University of Central Arkansas for fiscal year 2012-2013 with specified salary ranges for administrative, classified, and academic positions.

Appropriates $62,755,426 from the University of Central Arkansas Fund for state operations, including $45,000,000 for regular salaries, $3,500,000 for extra help, and $10,000,000 for personal services matching.

Appropriates $323,800,000 from cash funds for university operations, including $78,000,000 for regular salaries, $27,000,000 for personal services matching, and $77,100,000 for capital improvements.

Authorizes 1,600 part-time or temporary employees ("Extra Help") and permits use of contingent food service positions if the university cancels its food service contract and operates with university employees.

Authorizes special allowances up to $10,000 per fiscal year for coaches teaching multiple sports and allows additional payments to head coaches from athletic apparel vendor contracts; permits tuition reimbursement for faculty pursuing additional education in critical shortage areas.
