Establishes maximum of 4 regular employees for the Office of Lieutenant Governor in fiscal year 2012-2013, including a Chief of Staff ($75,412), Communications Director ($57,779), Government Relations/Constituent Services Director ($51,756), and Executive Assistant ($51,756)

Authorizes up to 3 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates $379,991 from the State Central Services Fund for the Office of Lieutenant Governor, broken down as: $236,703 for regular salaries, $10,000 for extra help, $67,234 for personal services matching, $49,359 for operating expenses, and $16,695 for conferences and travel

Allows the Office of Lieutenant Governor to transfer appropriations between line items with approval from the Chief Fiscal Officer and review by the Arkansas Legislative Council, effective July 1, 2012 through June 30, 2013

Declares an emergency effective July 1, 2012 to ensure continuity of essential governmental programs, with all disbursements subject to state procurement, accounting, budgeting, and fiscal control laws
