Establishes 46 maximum regular employees for the Arkansas Supreme Court for fiscal year 2012-2013, including positions such as Supreme Court Clerk, Criminal Coordinator, Library Director, and 14 Supreme Court Law Clerks.

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,360,143 from the State Central Services Fund for personal services and operating expenses, including $2,545,529 for regular salaries, $744,548 for personal services matching, and $520,066 for maintenance, operations, and other expenses.

Appropriates an additional $18,200 from cash funds for the Arkansas Supreme Court - Appellate Mediation Pilot Program for professional fees.

Takes effect July 1, 2012 under emergency clause to ensure continuous operation of the court.
