Establishes 12 maximum regular employees for the Office of the Prosecutor Coordinator for fiscal year 2012-2013, including a Prosecutor Coordinator at $101,493 and positions ranging from Deputy Prosecutor Coordinator to Administrative Specialist III.

Appropriates $1,011,379 from the State Central Services Fund for personal services and operating expenses, consisting of $690,550 in regular salaries, $194,293 in personal services matching, and $121,844 in maintenance and general operations.

Appropriates $70,660 from the Law Enforcement and Prosecutor Drug Enforcement Training Fund for law enforcement and prosecutorial programs.

Authorizes transfer of up to $79,433 from the Special State Asset Forfeiture Fund to the State Central Services Fund to pay for one Attorney Specialist position dedicated to Drug Law Enforcement from July 1, 2012 through June 30, 2013.

Declares an emergency effective July 1, 2012, stating the appropriations are essential to agency operations and necessary for immediate preservation of public peace, health, and safety.
