Appropriates $300,000 to the University of Arkansas at Little Rock for the Nanotechnology Center's personal services, operating expenses, research, and development of viable technologies for fiscal year ending June 30, 2013.

Funds shall be payable from the University of Arkansas at Little Rock Fund and are subject to the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and Higher Education Expenditures Restrictions Act.

Requires that all disbursed funds comply with stated reasons for appropriation as documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2012, based on the constitutional prohibition of multi-year appropriations and the essential need for the funds to ensure proper agency operation and governmental programs.
