Appropriates $110.7 million from the University of Arkansas Medical Center Fund and $1.9 billion from cash funds to the University of Arkansas for Medical Sciences for fiscal year 2012-2013, including personal services, operating expenses, and special programs.

Establishes maximum of 11,627 regular employees across administrative, classified, and academic positions with specified salary ranges from entry-level positions to $308,268 for Chancellor.

Authorizes 625 temporary/part-time employees ("Extra Help"), 410 PRN nursing pool positions, and 530 UAMS temporary positions as needed for operations.

Funds specialized programs including $7.1 million for domestic violence shelters, $5 million for child abuse/neglect programs, $8.1 million for Area Health Education Centers, and $5 million for colorectal cancer screening research.

Establishes flexible "growth pools" of 300 nonclassified and 300 classified positions for unforeseen personnel needs, subject to Legislative Council approval, and permits overtime, shift differentials, and specialty pay for patient care employees that may exceed base salary maximums by up to 20%.
