Appropriates $1,486,224 in supplemental funds to the Arkansas Agriculture Department - State Forestry Commission for fiscal year 2011-2012, consisting of $1,234,107 for regular salaries and $252,117 for personal services matching.

Transfers $2,666,324 from the General Improvement Fund's unobligated funds to the State Forestry Fund to cover personal services and federal grant program reimbursements for the State Forestry Commission.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency due to unforeseen circumstances making existing appropriations insufficient for the Arkansas Agriculture Department to continue essential governmental services, making the act effective upon passage.
