Appropriates $20,000 to the University of Arkansas Poultry Science Department for the fiscal year ending June 30, 2013, to study the benefits of lignite infused water for poultry.

Funds may be used for personal services, operating expenses, supplies, and equipment related to the lignite infused poultry water study.

Disbursement of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, Higher Education Expenditures Restrictions Act, and Department of Finance and Administration regulations.

Requires that funds be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2012, with Section 2 effective upon passage and approval, to ensure continuity of agency operations.
